Naw...as consistently seen onscreen and in Treklit,your local chicken hut has more stringent employee vetting than Starfleet.:(

No. Eddington did a great job of putting forward a decent front, if annoyed by his Starfleet career.

What do you expect? The Federation largely provides for the basic needs letting people pursue a lot of their dreams and passions. Starfleet's pool of applicants is probably a bit small by default. Add in the casualties of recent wars by DS9 (Borg, Cardassian, Tzienkethie) and that shrinks it further.
 
I've had this belief for awhile that in a world like the Federation, Starfleet would mostly be for the brilliant-but-unstable types that can't find their way elsewhere, as well as multi-generational starfleet familes like the Kirks and Parises that are just born into it. When you look at Starfleet's attrition rate, their complicated tasks, the time away from home, you'd almost have to be crazy to enlist. Some of them ARE crazy and I suspect they don't want to vet too hard or they'd never meet their recruitment quotas.

This is the organization where a Captain enlists a guy into the academy after seeing him badly beat up in a bar by cadets.
 
Man...where do I start?

Starfleet is populated by doltish,nepotistic,thrill-seeking weirdos because the job is too dangerous for the masses who remain on their home planets because Federation welfare programmes are just too good....
Yikes and double yikes!
