I agree that it seems putting the SLV on P+ would be the most economical thing.
People would complain it wasn't on 4K. The theatrical of TMP and the DE will be.

That's funny, because I'm debating do I want to go and buy a Blu-ray player. Or just have it on Paramount+.I'm thrilled. This is one time I'm happy to admit being wrong. Now to buy a 4K player...

That's a good point... from what we have seen, the packaging for the I - IV movie collection on UHD disc doesn't say what cuts of the movies are included, or anything about the extra features.I know we’re all hopeful for a physical release of a blu-ray or 4K DE disc, but is it actually confirmed to be coming? The theatrical, yes. But I’m pretty sure all we know for certain is the DE will be on P+.

P+ offers 4K streaming. The majority of the footage would already be in 4K through the DE and the theatrical.

... the theatrical release was rated G and the Director's Edition on DVD was rated PG. So maybe that's an indication of a slightly different cut for the UHD format. Blu-ray.com shows this release includes "4 movies, 5 cuts," but I'm not sure if that has officially been confirmed.
Edit: on further reading, the startrek.com article says TWOK will have the theatrical and director's cut, but the others will only be theatrical versions
