Well the idea would be something along the lines of instead of DS9/Voyager.If Patrick Stewart had left after "Best of Both Worlds," with Riker being promoted and Shelby becoming first officer, I think there is potential that the series could have continued successfully. It was still early on in the run at that point and I think the fans could have adapted. However, by the end of the seventh season, I'm not sure the show could have gone on successfully without Stewart. Not because there was no way to do it creatively, but simply because I'm not sure fans would have accepted it.
Spiner is a different story. I know the studio thought the essential elements of the series -- as evidenced by their focus in the movies -- were Picard and Data. But while Data was no doubt a very popular character, TNG was far more of an ensemble show and I think any of the supporting characters could have left and the show continue on successfully. I don't think Brent Spiner, good as he is, was an "absolute must have" element of the show.
I think you misread the OP this isn't a question of when they should of ended, but how you'd keep it going.Looking at season 7 with the benefit of hindsight, I'd say they should have stopped at season 6.
If you don't want to play the game, you don't need to grab the ball.'All Good Things...' is such an awesome final episode I wouldn't risk losing it with possible 8th season.

No, because you're still ignoring the thread's premise. The quality didn't suffer because the show was past its expiration date, the problem was that the writers were out of ideas and needed to be replaced. With fresh blood in the writers' room and some new characters the show could have easily kept going.That better?

I'm fine with Riker as captain; the problem would be a first officer. Worf's only a ○○ lieutenant, and Beverly and Troi are specialists. LaForge is a possibility, he's due for commander rank. But then, we'd need a new chief engineer. So I think we would need at least one new character. Don't like the idea of Shelby... she was easy on the eyes, but I found her rather annoying.
Very interesting question and something I myself have wondered.
