Interesting to consider what might have happened if in "Tuvix" the EMH not only refused to perform the procedure but also refused to share any data (no pun intended) regarding the procedure.

Exactly.I'm not sure it's a valid analogy to compare a lifeform that originated as an android with one that was gradually being turned into one and (arguably) losing parts of itself in the process.

There's no implication that Data was not a fully conscious being.

The joke falls apart when you put any kind of serious thought into it. Yes, Deanna was sitting at the helm when the saucer crashed in Generations. But that's all she was doing, sitting there. The saucer was knocked into the planet's atmosphere by an antimatter explosion that knocked the propulsion systems offline. So what was she supposed to do to prevent the crash?
Yes, Deanna was sitting at the helm when the Enterprise rammed into the Scimitar in Nemesis, but Picard ordered her to ram the Enterprise into the Scimitar. So how is that in any way her fault?

The whole point of the episode was that Ira Graves was himself INSIDE DATA's body!!! So a positronic brain can retain (according to that very episode ) the personality of an individual. Plus the human equation wasn't lost for Data's mother orPicard in Picard when he was turned into an android!!!
Agreed about the earlier points, but not the last one. As we later learned, Soong had already successfully, or at least apparently successfully, performed the positronic transfer of Juliana in "Inheritance." Using a positronic brain for a personality transfer proved to be unstable, as we saw in the episode. Whether that was because of the process itself, using a positronic brain that already had a personality (Data), or Ira being somewhat off already is a question, but a true positronic transfer was not possible at that time.
