The real reason for making it '25%' different has never been revealed by anyone who would actually know. Could just have been a creative choice, not wanting an exact copy of the TOS design.
In the statement CBS released after the rumour started spreading they said they didn't use the design for creative reasons, so that would line up.

Yeah, there's also no real legal way to measure 25% different in art.And before anyone says anything, "25% different" makes complete sense and is just a cutesy way of saying "a little more different". If you want something, say "50% different" then you want it just about halfway between being completely different and the same as before. "25% different" means halfway between that and the same as before.
By saying "25% different" they wanted Eaves to make some unique changes but still be mostly the same as before. It doesn't mean anyone bought out a protractor or ran it through an imaging computer.
