It's clearly taken at a con - that's got to be a hotel ballroom of some type, judging from the wall behind him. (I've spent a lot of time in hotel ballrooms...) Also, note that he's wearing a badge on the lanyard around his neck.

Personally, my reaction was, "Dude, go eat a sandwich."

I figured it was at a con but it still amazes me that people will go out in public like that.

What can I say though, I don't even like getting dressed up to go to a Halloween party at a friend's house so to each his own I guess.
