I am sorry but that's not overacting, that's... acting. In each of these instances, Sisko was either confronted with an outrageous situation (Miles had been beaten near death by a Jem!, some guy's stupidity almost got him killed...) or was being a Klingon ( who are naturally very loud and "extrovert").
 
It kind of smooths out when you realise Soong could do those things, but deliberately didn’t. Partially this is explained in Datalore (Data is deliberately ‘flawed’) but mostly later when we meet his mother. Data and his brothers are basically artisanal projects. Like someone hand binding and stitching leather into notebooks, when they could just buy a neat one off the shelf, or use a computer they already have.

In that sense, even the reveal in Picard that Soong had an actual flesh and blood son, isn’t much of a surprise.

As for Data's mother, she never said anything about the limitations I've listed.

Those lies were borne out by things like Data’s lack of emotion chip etc. On the other hand, Data may not have been finished before the crystalline entity did for the colony. Either way, there’s and explanation for flawed incomplete Data, striving to overcome that.

I don't trust Lore as far as I can push him with my little finger!
 
Noonien Soong was nicknamed "Often Wrong Soong" for reasons. The man made some bad errors in judgment during his career.
 
Even his great-grandfather switched from creating the perfect human to artificial life forms. That family has a staler track record than the Rockefellers.
 
Data nor the Juliana Soong android never contradicted it so I'm guessing the creators wanted us to believe that Soong was a bit flaky.

But Data didn't remember anything from those days and I don't know if the subject was broached in the presence of Juliana... Was it? I can't remember that. Did Data really ask Juliana if her husband was nicknamed "Often Wrong"?

The only thing I am sure of about Lore is that he was a psychopath beyond that...

Lore = psycho/sociopath
B4 = Developmental and Educational needs
Data = Aspergers and Autistic to a certain extent

All I am saying is Soong wasn’t often *right* if his aim was fully functional. Though it actually is nice that each of the sons of Soong had problems, and Data was easiest to recognise ourselves in.

Lore's verbal antics not withstanding, Dr Soong's destruction of his own reputation seems to be a matter of public record:

LORE: Good old Often Wrong Soong. A joke, brother. Actually, he was a genius by human standards.
DATA: But he had destroyed his own reputation by making what seemed wild promises about his positronic brain design, almost all of which failed.
And some earlier dialogue seems to support this:

LAFORGE: Doctor Noonien Soong, my friend, happens to have been Earth's foremost robotics scientist.
TASHA: Until he tried to make Asimov's dream of a positronic brain come true.
RIKER: A positronic brain. He promised so much. And then when he failed completely, Doctor Soong disappeared. Now we know he went somewhere else to try a second time​
