IIRC, Devinoni Ral from "The Price" was also 1/4 Betazoid, and he did have some measure of empathic ability (which he exploited during negotiations). So yeah, it's entirely possible Kestra has this as well.

I hope not. Star Trek defaults to depicting Starfleet as the be-all-end-all of life in the Federation too often. I'd love to see more examples of children of Starfleet officers who go on to have vital, fulfilling careers outside of Starfleet.

It's kinda hard to base a show outside of Starfleet when Starfleet operates in space.
