Hell the way Kirk ran the ship, anyone could get access. Case in point: Khan Noonian Singh. The man asked to see all the technical manuals of the USS Enterprise; and Kirk before verifying his actual identity just says sure...The problem with that is that when a Lenore Karidian comes asking for access pretty please, flesh-and-blood officers will give her that. And an ID card of her very own.
Well, remember on of the main plot points from TOS S1 "Mudd;s Women". The 1701 was in the dire power situation it was in because it expanded its deflector screens to protect Harry Mudd's small ship as it drifted into an asteroid field; so from very early on in the series the Deflector Shields were shown to allow for a varying/adjustable sphere of protection.Interestingly, re the deflectors, the animated episode "The Practical Joker" matches GR's assertion that they were projected out away from the ship:

Scuse the bump, but I'd forgotten about this...a TMP storyboard that appears to illustrate what Roddenberry described...shield as a bubble all around the ship and deflectors as a more directional effect projected farther out. (Admittedly the bubble here might be intended to be the warp field, but even if so it gets the idea across.)Roddenberry has said the shields/TMP forcefields and the deflectors/deflector screens were intended to be different things but they often got conflated. The shields are the forcefield bubble around the ship and the deflectors are more powerful but projected out away from the ship in a given direction.
