I think he's the Guardian of Forever. I just know it.
There's a point, I think in the second part, where Carl loudly proclaims "I am the Guardian of Forever!" that makes me think you may be right. It's still a little ambiguous, though.
The USS Cerritos says "hello".From the same episode:
"JANEWAY: The hell you will. The vaunted Q Continuum. Self-anointed guardians of the universe. How dare you come aboard this ship and endanger this crew with your personal tug of war."
Maybe starfleet knows more about the role of the Q in the universe, from unseen interactions with other ships and people.
Why assume Q only interacted with the crews of the Enterprise, DS9 and Voyager?![]()
