Spoilers Theory about Carl

I don't believe the Guardian cAn change form. Carl may not be a Q, but any nonorporial being near the level of a Q would do.

The Guardian was already described as being billions of years old in TOS. In all those eons of history it could have learned enough to evolve into a device that could relocate itself to another world, though that wouldn't take place until centuries later.

Possibly, but the episode seems to imply it's the same one, just with the level of sentience needed to actually change its physical location and manifest in human form.

Frankly your explanation would be the better one but I can live with the second theory.
