Kirk had has green tunic, Picard had his jacket and then vest with the First Contact Uniform change, Sisko had his Vest with the uniform change but we never saw Janeway with her captains variant in all 7 years of Voyager. Was it because one was not available with that uniform design since we also didn't see Sisko with it during the early Seasons of DS9.

Because if they did that and changed her hair every few episodes then the trolls would be about to make more comments on her appearance than her character.
In Star Trek Generations, Picard wore a belted or two-piece version of that uniform, but you had to look closely when it was under direct lighting because it otherwise looked identical to the regular one-piece version.

Why do Captains (and not other crewmembers) get to have these alternative uniforms, anyway? I mean, sure, it can be a captain's privilege but certainly there must be some reason for it?
Vest Janeway was the best Janeway.
It's not just captains. Kira gets multiple "special uniforms" and Spock gets a different collar to everyone else in TMP. Crusher and Torres get specialty coats. Odo gives himself a collar and (for a while) a belt.
Thank you, I forgot about the Crusher and the Torres ones, and I didn't know about the Spock one. The Kira and Odo cases I would discount as they're (probably) not under Starfleet regulations and dresscodes.
I think she's John Rambo's (great)^5 granddaughter.
They didn't have the money to make new uniforms, so they used every uniform they had from every season of the show, in that first movie.
Geordie changes uniform half way through, after he gets back from being tortured by those two hotties, to a different uniform from another season.

IIRC, Picard and Data both got custom uniforms. Anyone else had to make do, which is why Riker's sleeves are too short and La Forge's are too long.

Well... I do think that about the other captain's uniforms. As for Janeway my best guess is that writers/costume designers didn't think it was necessary, plus like Tosk and At Quark's said other characters have variants and it's not if they're necessary.
