Explain why the upper levels of the Promenade were sealed off...with drywall?!

The Experience has been closed since 2008, so at this point it's probably anybody's guess as to why they closed off the upper portion like that. But I agree with @Bry_Sinclair's idea. Maybe they were doing some construction or maintenance on the upper level, and needed to keep the mess out of the lower level.

If section 31 did have headquarters, I would expect them to be on the Enterprise-D, next to Jean Luc's personal cabin. People usually don't notice what they don't expect, and as Picard would never believe his precious Federation Starfleet to have such a horrible sub-organization, he would be oblivious to it.

(This is based on the Picard character from TNG- I haven't seen any Picard Picard).

The second photo was taken a short time before it closed.
 
Yeah, the writing was probably on the wall at that point and they had already begun dismantling the upper level in anticipation of the final closing. The drywall on the ceiling prevented dust from coming down in the area that remained, plus also kept people from seeing such a depressing sight. Sigh... So sad it's gone. I never had the opportunity to visit when it was still in operation. :( :sigh:

We went 3 times. It was glorious. Nerd Paradise!

I wish it was still going too.
 
Maybe they tried to start a Talaxian place but it went badly...
