I get you. The more or less sequential numbers make for a nice ship-ordering scheme.
My explanation is that Starfleet does not number its ships sequentially. We get a lot of reuse (old and new Melbourne share the same number) and low registry numbers get brought back (there’s an NCC-42 in the TNG era). The Voyager crew didn’t bat an eye on encountering the NX-01-A. This could explain the USS Constellation NCC-1017.
One story I read years ago explains that the Prometheus serial number was a placeholder and that the intended number wasn’t painted on the hull yet at the time of the trials.
Alternatively, the number was an intentional fake to throw people off the scent of this brand new ship. Like when you see pre-release cars with body modification to obscure their design.
I don't suppose anyone has heard word about the Emmett Till lately? I think I'd like to have one, but I wonder if it will quietly slip off the radar with all the new "real" material coming out.
There’s enough demand there that we’re going to go back and try and fill in some of the gaps of the things that, believe it or not, still got missed after 180 issues. We did every Starfleet ship, every Klingon ship. Well… I say we did every Starfleet ship, but that’s not quite true. There’s a hint! We have now locked in plans every Starfleet ship, every canon Starfleet ship. There will be about four people who will know straight away which ones I’ve just announced.

Which ones do you think he's talking about? The Raging Queen is the only one I can think of, unless he also means auxiliary vessels (SC-4 shuttle, Nemesis work bee, Inspection Pod, several escape pods) or refits (Sovereign and Ambassador class).
Oh, and as for Klingon ships... the deuterium tanker from ENT is still missing.
