Assuming you mean those in black holes (because there's no such thing as a naked one), singularities do not emit anything because they're masked by the event horizon. It's the infalling matter near the horizon that emit the energy. Nothing could ever escape a singularity because, by definition, they are points of infinite curvature.

So tell me, how does a Romulan Warp Engine get its preferred source of plasma power?
Perhaps by passing it through some combination of a matter stream and then through a dilithium crystal to intensify the stream.
Actually what Scotty said in the episode was that the Romulan cloaking device had to be hooked into their deflector shield grid to function properly. I assume that was so it would radiate whatever energy field was required to make the ship invisible. Yes it required power but I doubt the source of power was an issue.I think you meant to say that Plasma is THE transmission medium, otherwise why not just hook up a warp engine to any old powerful transformer.
The reason plasma is used is because of the way IT Specifically reacts to the Warp Coils within the engines themselves, to create the necessary Warp Bubble around the starship.
The Romulans apparently use a Singularity to create the necessarily high amount of energy to run their Warp Engines. (one would guess this is inplace of a Matter/Antimatter reaction)
Until we learn otherwise, this doesn't preclude them from also using Dilithium to control and focus said energy.
And as said before upthread, the Romulans do mine Dilithium on the sister planet/moon to their homeworld. (per Star Trek: Nemesis)
One last note on this...
As per TOS "The Enterprise Incident"...
It was necessary for Scotty to hook up the stolen Romulan Cloaking Device to the Enterprise's DIlithium Chamber in order for it to properly function.
In other words, it needed the Dilithium to focus and intensify the energy into the device to get the desired results.
The Device was located in a separate and specific room on board the Romulan D7 close to their Engine Room when Kirk stole it, perhaps because it also needed to have their singularity energy stream pass through a dilithium chamber to create the desired effect.
One could surmise that the Romulans did the same thing in order for it to work on their ships.
The 'Singularity' provides the starting "spark" (so to speak) but Dilithium is needed to boost that spark to the intense levels to make things actually function.
I wonder if the V'Draysh is why the 32nd century Federation flag is missing so many stars. The V'Draysh was a secessionist movement that withdrew and took a lot of Federation member worlds with it?
