That was pretty dumb and still didn't tell us anything of note about the Romulans.
Yeah maybe, to be honest they don't need to explain any alien ethnic differences, do the humans go around telling aliens we come in various shades of brown?

Why in the galaxy did they put three actors that were previously portrayed with smooth foreheads in TOS into ridged forehead costumes for DS9? I don't think Klingons are diverse in appearance at least as it goes for head ridges. We see in every Trek era that there are no cases of both smooth foreheads and ridged forehead Klingons serving along side each other.
I belong to the 'ridges were always there' camp lol

Not all Andorians are blue. We've seen dark green/brown (TNG) and "pinkskin" (Thelin) Andorians in various productions, as well as several different types of antennae, antennae placement, length, and movement.
If we're talking about TAS, Thelin was more of a charcoal gray color.

I only recall them once, in a holodeck simulation, on TNG. See: "The Offspring"
Though the hologram in "The Offspring" was flushed all over with green light, so the colours weren't really discernible. I could swear I even read once that they gave that Andorian darker makeup so that it would look blue with the light they flushed over him? But that might just have been somebody's guess.
Plus that was the worst looking Andorian ever to appear on Star Trek. Far, far worse than the ones appearing in TOS. I don't know how a 80s show can have worse makeup effects than a 90s one, but they managed.
Really the Andorians on TOS looked quite good, so I'm not sure why they didn't just replicate that makeup instead of that bulb-headed caricature.

Yeah, but it caused by Green light. If you allow for that, she could be blue under it.
And yeah, I just looked it up, she's supposed to be an Andorian woman. Yet she lacks breasts, while other Andorian women have them. Combine that with the silly, bulbous head and I'm not sure how serious we are to take her when talking about how Andorians look.
That being said I perosnally would have no problem with the idea that some Andorians have blue-green skin, or even green.
I think she's green, likely because she's in front of a blue screen for the phasing in and out effects of the Holodeck. There's no shadows being projected in any direction around her. Which should be there is she's being bathed in light.
