Who said anything about it being an official Starfleet ship? Riker and Troi were requisitioning a lot of spare parts for the Titan and stashing them for later.
He's a StarFleet Captain, he's not going to pull that kind of dishonest BS.
He's not Erik Pressman, give him some more credit on his honesty and moral compass as a protege of Jean-Luc Picard.

Are you talking about Brand New "StarShip" shopping?
I'm talking about the Ferengi, about wherever the Maquis were getting their ships, about wherever Rios bought or acquired La Sirena, etc.
The Ferengi probably has their own "StarShip" dealers lots. The Maquis stole most of their stuff. Rios probably purchased it somewhere given that he is of good standing and operates in Federation Space without issue.
You just prompted me to think that if Riker and Troi's house did actually turn out to be capable of space travel, "Lollipop" would be a great name for it as a ship.
