The PD forbids intrusion into internal matters of warp-capable states and any intrusion into the matters of non warp-capable peoples. It's not like Starfleet has ever had much of a screening process for their flag officers anyway. Hell, there have been at least three who have risen to the head of Starfleet itself who have plotted coups or presidential assassinations, though one of them was in an alternate timeline.What's really at fault is Commodore Oh infiltrating StarFleet, rising up to become the "Head of Security", causing countless damage to Utopia Planetia for her secret cult like society hidden within the "Tal Shiar".

If they haven't felt compelled to implement change after two hundred years of corrupt flag officers including top officers who have tried to take over the government or assassinate the president, I don't see why the sudden revelation that the head of Starfleet's security division was an enemy spy is suddenly going to be a kick in the ass in that regard.Isn't that all the more reason to implement change?

The prime directive is bogus anyway they should be helping out everybody and spread the technology. Like in TNG when Data loses his memory and makes that primitive scientist lady a million times smarter.
