I wonder if it is just a trying to face down an insurmountable enemy through superior numbers.These are great for the "Space Roman" theme, and worthy successors to the TOS design. A bit on the light side for a culture that previously did the D'deridex, though. Have the Romulans switched doctrines, or do the villains of the week command lesser resources than the average Romulan military commander? Were all the behemoths lost in the supernova even when random TOS ships survive? Is building these lightweights taking up all the resources, leaving none for capital ships?

Absolutely, mixed fleets are essential, you need smaller and faster ships to deal with the enemies smaller and faster ships, that was learned against the kamikaze Jem'Hadar Attack Ships in DS9.I wonder if it is just a trying to face down an insurmountable enemy through superior numbers.
As much as I appreciate that Trek battles and fleets have varied over the years one thing I have appreciated is the idea that the dangers have become bigger, so fleets have moved to match it. It's very reactionary of recognizing when their fleets failed (i.e. against the Dominion twice!) or with the Scimitar, which shows how one big bad can be defanged and leave you without any recourse.
I think it is a change of combat doctrine, rather than just sticking with the bigger is better approach that has prevailed for so long.

Space warfare has been a bit dicey for a long time, in many franchises. The latest SW films were especially bad. No one can shoot down a fighter? "Its too small for our turbo lasers" or somesuch. Ummm, air defense? CIWS? Point defense missiles? Anyone heard of that? And a "bomber" has to fly right over it and drop bombs? Why not use missiles? Crazy bad stuff. Dreadful. The Death Star would have a tighter defense but smaller fighters arent a big threat? Missiles with WMDs are that size. So it doesnt have a missile defense? Whoa!

You mean an 18m fighter could wipe out a 270m Capital Ship? Yes. With ease. One missile and it's over.
I am sure the Rangers will come in the finale. Not sure what other ships they have. Sevens looked like a small attack ship. We dont know how many of those they have or if they have others. Starfleet will probably come. The Giant Tulips (?!?) will be in action. Between the SF squadron, the Borg Cube, the Rangers and the Tulips they might be able to stop the Romulans.
