I didn't really like her first f-bomb, but when she's dropped the STFU in episode 8, it was better. Maybe if they wrote Clancy in episode 2 dropping tons of fucks, it would have worked straight out the gate.

She's more upfront about her dislike for Picard than Admiral Nechayev.

Although I also think the reason Nechayev never threw a F-bomb at Picard was because TNG was a syndicated series aired on free TV with a PG rating...

I don't see Nechayev that way. She wants to be the Admiral who gets things done and doesn't appreciate Picard's gate-keeping. Especially when he's only a Captain. She probably thinks he's out of line whenever he stands up to her. Which is why she gave him a blunt order about the Borg in "Descent" about what to do the next time he had a similar opportunity to destroy the Borg. To which he very tersely said, "Yes, sir."

Swearing is too informal for her. She wants to do things by the book. She and Picard just don't agree about the book. That's why they were butting heads.
