It's been twenty years. Not everyone is Picard and can command one ship for decades. The Titan ought to have moved on to another crew, if she's still around.
Riker being retired, especially to raise a family, makes sense. He achieved his life's goal, or at least close as he could, and now he can move on to another chapter.

I feel sorry for the Rikers as they had to lose Thadd because of the damn Synths going rogue and them being banned.
I also think this is not the last time we'll see the Rikers as I think Will is going to pull an All Good Things and come to Picard's rescue in the finale.
When Riker told Picard that he's still on active reserve with Starfleet, that's the clue that he will soon be re-activated back into service, likely to rescue his old commanding officer![]()
