Who do we know that has been in TNG and has had multiple dealings with Picard? Someone that, given the theme of the show, might pop up in the final episode or later seasons? Someone with close ties to the Tal shiar and a long standing hatred for the federation? Someone with remarkably blond hair for a romulan...
I'm rewatching Voyager and I forgot who that race was actually called. To read it here and be reminded was pretty impressive that attention to detail that the writers showed. I'm trying to understand the timeline though. Were the Sikarians that we met in Prime Factors escapees from the Borg, like Guinan's people? Did they get assimilated after Voyager's visit? If that's the case than the Queen didn't have that technology in BOBW.
