The original actor who played Maddox, Brian Brophy, doesn't act any more, he's now the head of the theater department at CalTech. So I'm thinking he didn't come back because he's just done with acting and didn't want to, or just couldn't find time in his schedule to do it.
As for Icheb, that one is a bit more of a surprise since the original actor did reprise the role in a fan film a couple years back, so he's obviously still willing to do it. I did see a something about some nasty comments he made in relation to Anthony Rapp, so that could possibly have something do with it. There are a lot of the same people working Picard who work on Discovery, so they might not have wanted to have anything to do with him after that.

Maybe because they brought back Jonathan Arco as Hugh, set expectations a little high?
Some may still have TV agents, some may not. Plus the character of Hugh seems a central character to the story.

Icheb was killed to explain the character 7 of 9's motivation WRT a major plot point of the episode she's in - and the murder on screen in the hope it would make an audience sympathize with 7 of 9's later actions more than if they just had it related by the 7 of 9 character via dialogue alone in the episode.

But my point her is: I don't think they felt approaching the actor how played the role (IE they read social media too, and have probably seen him pimping to see said character brought back in a major way) and ask: "Hey, want to play the character getting killed off in a two minute scene that sets up 7 of 9's actions later in that episode?"
 
Let it be noted that Roddenberry thought nothing of "recasting" Pike as a scarred, paralyzed husk played by another actor.

Same old, same old.
Except the scarring was entirely to cover up the recasting seemingly.

Rather than have a perfectly healthy retired Pike, played by a different actor saying, "Yo Spock, I'm retired now and want to get back with Vina on Talos IV. Want to help me dodge that death penalty?"

Spock: Aside from the fact you're risking putting me on death row, why do you look different than these archive videos?

Recast Pike: Dude, you didn't ask me why I looked different between when you first came aboard and Number One trapped you in a turbolift and our first Talos mission. Never asked about the uniform or bridge changes either, or why Number One looked different...

Spock: You're spoiling things those fellows watching us aren't supposed to know yet. (points at camera)

If Shatner and Takei go off in search of Saavik for 5 episodes, I would think most of us would hope/expect Kirstie Alley or Robin Curtis and would be disappointed if it wasn’t them. (Yeah yeah yeah, Saavik is more of a loved character. I’m just trying to see if you guys get the point.)

Oh, come on! From the angle, you could hardly tell that the one playing Icheb wasn't actually the same actor. For all we know he could have some elective surgery done to his face.

Btw, wouldn't you have liked an adequate substitute better than Kirstie Alley when she looked like a beached whale? And with no whale probe involved this time.
 
I've definitely been enjoying this show more and more as the week's go on. It's not perfect, there are plenty of cliches and forced elements on this show and they are desperate to be edgy. But I'm enjoying this return to the 24th century. There's definite fun to be had here.

I did enjoy Picard and Seven's final conversation. Stewart and Ryan worked well off of each other.

Raffi and Rios also work very well off of each other. I think it was an improvement for both of their characters though I'm not really invested in Raffi's problems with her son.

I knew as soon as we saw Agnes eavesdrop on Picard and Maddox's conversation that she would kill Maddox. That being said, I never expected a character like her to turn out evil and think that's a good development.

I liked Freecloud.

The villain reminded me a lot of Marina Sirtis.

A character I would like to see on this show in future seasons? Chancellor Martok. One of my favorite Star Trek characters and I think the best Klingon character to appear on the show.

In the end they will find Valeris instead and I'm fine with it, because she's the same character anyway

You gave a serious, literal response to something that was only meant as part of what's become a running gag around here the past couple of days. So yeah, the intent of my post flew over your head.

And everyone, you do know that we have a separate thread dedicated to the Maddox recasting, right?
