I believe so but with an ability for nuance and compromise to pragmatism that the old Picard didn't have. Like the scene with the nun and he said he let the perfect become the enemy of the good. He's learning to see imperfect solutions are not failures however perfect you wish the intentions could be realized.This has definitely been the theme of these first episodes. I think there are also dimensions to Picard's rediscovery of himself. I think we are moving away from the man who accept being turned down by Clancy and could summon greater rhetorical force.
