Indeed. I've also somewhat lessened my enthusiasm for the episode upon reflecting on it a bit more. The presence of Seven and the absence of Soji/Borg Cube stuff is really what made this one stand out - and that's not really a good thing in the end since it means the main line of the story just isn't that strong.
Maddox was mostly relegated to McGuffin status so that we could get the shocking Jurati betrayal thing and finding out where Soji actually was...which seems to me that if Rafi really was as good an Intel person as is portrayed she could have found out about using her resources and skills...but fine...again it's just details...but for me i just wish it felt less like 'stuff that happens just to move the plot forward'
I understand the sacrifice of Icheb as a motivating force for Seven within the scope of the story but also wish he could've served as more than just a sacrificial lamb.
I did like Rafi a bit more this episode but could've done without the 'tortured mother' subplot. Her 'addiction' arc is a bit too typical - I think it would've been better to make her more of a functioning addict without the family drama stuff. I think Cabrera does a good job with the character even if he isn't given a whole heck of alot to work with. I'm still surprised at how much I like the fish-out-of-water character of Elnor. The actor does a good job of portraying the 'deadly innocent' vibe i think - i just wish they would give these people better material on the whole.

Finally see Picard and Seven meet. I’ve been looking forward to this for ages. They seem to have chemistry together.
Brutal end for Icheb. Didn't expect that.
Raffi seems to have had a tough time for the last decade and a half, both personally and professionally. But also seems like she’s very dedicated to whatever she has committed herself to.
I like Freecloud. It’s different from the other worlds visited in Star Trek.
Nice shoutout to Quark.
Those upset at the gore and other TV-MA stuff… it fits the vibe of the show and the dystopian rough edges of space outside of the Federation’s PG utopia that have been abandoned by said utopia.
Bjayzl’s death, Maddox’s death and Seven’s exit from the show were rather quick. And I don’t know if what Dr. Jurarti did was necessary, and not just from a character perspective, considering Maddox’s injuries were quite severe and there was no guarantee of recovery.
Both overall, I found the episode enjoyable.

I do have to say that one of the things I enjoyed about this episode is even though Seven gave Picard a somewhat frosty reception, she didn't utterly chew him out like I was afraid would happen. Which is great, because a five-episode streak of characters yelling at Picard over his many failures would be tiresome.
I rated it with 7 - no pun intended - because of the things you just have mentioned. I would be disappointed when the show gets even more in the direction of splatter and deadly revenge.
As to the question in another thread: where is Kim? Probably didn't survive one of Seven's outbursts. On the other hand: loosing Icheb was a big blow....
Now do the Motion Picture with special emphasis on redesigning the ship and the Klingons. Oh and the uniforms, can't forget the uniforms.
I also want to call out a positive contribution this ep made to Voyager lore.

I had no idea who he was but got the gist. But it does seem to have had a lot more impact on people who knew the character.
Similarly, I have no real fondness for Seven — I’m not sure if I stuck with Voyager until she showed up. So a lot of the charms of this episode were lost on me. It’s my least favorite by far.

I'll be honest, I like the show, but that opener was pretty grisly for my taste.
I bought the premise, but I kinda wish it had not been Icheb. Not because I don't want to see Icheb die, not at all. I am just too online to not be distracted by all the behind the scenes stuff about the original actor. It took me out of the story, thinking, oh, did that factor into the decision to kill him off.

Makes me hope that Chakotay split up with her before the incident with Icheb,.
Otherwise she may have felt the need to mess with his spirit animal.
