...are immediately intriguing. They don't sound like a major political player or species but maybe a paramilitary organization charged with keeping peace in the area. I'm reminded of when Worf said in "Way of the Warrior" he might leave Starfleet for the Nyberrite Alliance...who?!? We haven't seen too too much on the civilian side of life in the galaxy still, but we can see a richness of it being established in these beginning episodes of PIC.
 
I'm curious as to the choice "Fenris". In Norse mythology he's not a good guy/wolf.
Yeah, he did get along with Tyr until the gods got paranoid about Fenris and his place in prophecy and had him bound. It's one of those trying to avoid the prophecy is what brings it about things. Who's the wolf the rangers are watching in this case? I am going to say the Romulans. Star Fleet thought giving them a planet and fending for themselves would render an old problem harmless. All their attitude has done is harden Rpmulan antipathy against the Federation where there had been some seeds of trust. Picard, like Tyr, is metaphorically self mutilated by his resignation. He's got to regain the trust of the wolf or the Federation will one day have a much more dangerous kind of Romulan Empire on their hands.

He was bound by the gods. So perhaps the rangers feel unbound?

Or they are maintaining a binding on something? Kind of like the Numenorean Rangers who protect the Shire and Bree?
Ranger is a term that's been around a lot longer than baseball, hockey, bingo or even LOTR.
It is one of the best terms.

Yes, non govt paramilitary is what it sounds like. Maybe for hire? Not Mercs exactly, but work for different people. Like the Equalizer? Not sure.
