No it wasn't. DS9 also did not take place in the Federation. DS9 also made it very clear that Earth was a utopia even if DS9, Bajor etc wasn't. Also if you think DS9 was anti-Roddenberry you don't actually get DS9.
The Federation we are seeing in Picard is literally Trump/Brexit era UK/US with teleporters and shuttlecraft. No way in a million years would the Federation have such a massive cultural shift in the span of a few years dropping all it's ideals for petty xenophobia and racism. Especially when Earth itself has suffered far worse attacks from the Breen, Borg and Xindi which did not result in widespread xenophobia and racism.
This show is just the lame "Failed Federation" plot that gets pitched, without actually having the guts to actually destroy the Federation.

And that doesn't stop the fact it's just not the same character, the mannerisms are different, the thought processes are entirely different, the way he's speaking and acting is entirely different.
People can change, but not that much and this just isn't the same character. This IS Professor Xavier from Xmen though. If you go watch Logan you will see he is playing Professor X here.

There is a difference between showing a bright futures and woo woo fantasy. Most people would like to see a more real bright future rather than one so wacky and out there we cant connect.
Yes the federation (on earth) might have eliminated war
Grinding poverty, starvation and improved healthcare.
But there can still be haves and haves not. They just don't live in grinding poverty and on the brink of death.
The haves might be picard with his vineyards and romulan slaves, where as the have nots is a spacey well built house in the desert with full amenities and plenty of food with full access to free healthcare.
There can still be a medium of exchange (currency) without the social and moral bankruptcy of the current economic system.
So did they say that only freed Romulans are weird while all other freed races which got rid of their Borg parts are normal in their heads? That might support the theory that Romulans are somehow responsible for the making of the Borg. Maybe they are still screwed in their heads after getting freed from being Borg drones, because Romulans programmed the Borg long, long ago and put in a safeguard so that Romulans won't get hurt by the Borg. But then the Borg evolved and forgot their initial program and assimilated that Romulan ship nevertheless, but then that old code got activated and then the submatrix collapsed because of it, because the Borg hurt their creators and it caused an automatic shutdown. And because all of this, because the Borg aren't suppose to assimilate Romulans, the assimilation process didn't work so well and it left the former Romulan Borg drones disordered.
More likely the romulans in this episode where deliberately infected them with a virus like icheb from voyager )Or picard had planned with Hugh) and sent them out on a suicide mission to get deliberately assimilated to in a attempt to either take out that cube or the collective as a whole.
The virus might have scrambled their brains.
