I suppose it must be the 2390s version of the Maquis, which recruited many of the galaxy's misfits, including disgruntled ex-Starfleet, Romulan refugees who didn't quite fit in, and liberated Borg drones .

And first one by an Admiral. Thanks to TNG's PG rating we never saw Nechayev throwing a F-bomb at Picard in one of their arguments. Since 'Picard' is on a paid stream channel, not a free one, the show runners can be a bit bolder when it comes to dialogues .
