I’m guessing the camera pans right in on the D to show Picard and Data sitting in Ten Forward. Quite poetic as I’m sure they wanted to do something similar for the opening shot of Encounter at Farpoint but couldn’t, so we got a fade to Picard at a window instead.

Funny enough they seem to use the 6-foot studio model (here as a cgi, of course) which didn't have the 10 Forward windows visible on the model.

They did, just much smaller than they "should" be from the inside. Part of me is wondering, since the proper windows are unlit here, if they've moved Ten Forward down a few levels to the lit row of large windows below.Funny enough they seem to use the 6-foot studio model (here as a cgi, of course) which didn't have the 10 Forward windows visible on the model.
Doesn’t matter. The D has never looked as beautiful on TV as it does in Picard.
