Spoiler Romulus was destroyed. They don't want another world of theirs destroyed. They'd want to stop anything that would or anyone who could. That's what I mean.
1) Very depressed. Seeing where Picard is in life is honestly pretty sobering and sad throughout this. Once you realise how the public now perceive this brilliant former captain, it’s even sadder. 2) A big death.
Could you please elaborate on what the public sees him like at the start of the show and some details of his life that you found especially saddening. It appears, from what we already saw, that the Romulans living at his vineyard have become his friends. So the situation actually doesn't seem so bad.
To second the question above: how does the public perceive Picard now? Is it just viewing him as a sort of relic, "past it", etc? Or do they view him as having done something wrong?
Honestly, the part where you get a real feel for this is such a well written and performed scene, I don’t want to ruin it.
Please do it. We've already got so many spoilers, so why should it hurt anything. And at least for me, spoilers can't hurt good movies and shows

The majority of authoritative figures across all societies don't leave offices in good standing, either being pushed aside or provoked to resign on "ethical" grounds, they often leave groups of loyal officers behind who then either have to fight for their own survival or they pledge loyalty to the "new" dominant group. Those dominant groups often launch campaigns to undermine the public standing of once heralded figures, portraying them as the original traitors (of a tribe).
I'm very imprecise, here, however you can be assured, it's happening with actual politicians, right now.
My own guess is Picard is looked at unfavorably because he chose to quit in a fit of pique at a time of great crisis for the Federation.
