Are the Nausicaans in the Federation?

    I was just watching this spectacular fan video, and in one of the maps Nausicaa is shown in Federation control....are they part of it? Are the Nausicaan thugs who stabbed Picard just thugs but the people overall in the Federation?

    Most everything I see online isn’t canon, but there was a scene in VOY’s “Q2” in which a holographic Nausicaan was present at a negotiating table along with a Romulan, Cardassian, Ferengi, Bajoran, and Bolian (presumably representing the Federation). I’m taking that as proof enough they’re not in the Federation.

    There are nomadic and unincorporated ethnic groups in the world that are not officially part of a nation-state, though there have been attempts to make them citizens of one in the past. Same could be applied to the Nausicaans.

    Being within the territory of the Federation doesn’t automatically make you a Federation member.

    I'd imagine there are probably just as many independent worlds within the Federation's sphere of influence as there are actual member worlds. Some of these independent worlds may have treaties or official alliances with the Federation, while others may not and have no allegiance to the Federation whatsoever, IMO.

    Well, Bolians being Federation members is far from said, too...

    Sure, at least one Fed Ambassador and plenty of Starfleet employees have been Bolians, but there is no requirement for one to be born to a member species on either profession. On the other side of the coin, Bolians fight their own wars in "Allegiance" and have this famous bank in the supposedly moneyless future...

    Looks like Pirates, with a loose "government" I'd guess there comporable to Orions, but I'm guessing a better relationship with the Federation since they were at Starbase Earhart to stabby Picard.. Nothing really known except there mercenaries, and have a quick temper.

    The Bank of Bolius was an attempt to [weasel] money into the Federation more than I think a suggestion of Bolarus IX’s independent status.

    I like the idea that the Bank of Bolius is the Federation central bank used to do business outside the Federation. The idea decentralizes power from everything being on Earth.

    Maybe a lot of species operate as pirates, marauders, privateers, etc instead of organized (or law-abiding) states. It’s the Wild West our there in a galaxy where you stay out of the way of the superpowers but have leave enough to do as you like with unaligned equals and pre-warp-ers. Space is too big to police too closely.

    Well in the new novel they are completely independent. I know they’re not canon (sadly) but that information had to come from somewhere.

    Again with the Bolians. I swear, when I take over Star Trek my first goal will be to make sure it's 1000% certifiable verifiable hard canon that Bolians are members of the Federation, complete with a date of when they joined, and a holodeck program depicting the ceremony where they were signed in.

    Well, let's do math...
    We have a 150 member worlds.. Let's tripple that with colony worlds.
    So 450 planets that are part of the federation or protectorate.
    Feddy space is a 1000 lightyears box.. There is Way more that 450 planets in that box.
    You have pre warp planets, you have habitable but not inhabited planets, plenty of systems with no habitable planets or barely habitable like tidal locked red dwarfs.
    Then add planets that either don't want to be members or are not ready like have warp but still have many nations or other nonstarters.
    So in that space you have countless worlds that could be the wild west, dilithuum mines etc. You probably have planets that are hostile but are surrounded by the federation.

    So the nausicans can easily not be members but in federation space or border it. And be a general nucense

    Part of the confusion for me is that the war with the Klingons includes the Federation retaking of Nausicaa. If it’s independent, what’s to retake? Ergo my question here.

    I guess there are multiple kinds of protectorates. Prewarp Mintakan kinds the Feds are hidden from but also more advanced Evora kinds? Maybe the Nausicaans have an agreement with the Federation?

    Regarding Bolians...

    I think they are members of the Federation. We have seen multiple Bolian officers in the 24th century, possibly the most notable being the Lt. on the Saratoga in "EMISSARY" and Captain Rixx on "Conspiracy". And despite her being a fake, Picard was not surprised to see a Bolian cadet in "Allegiance". We have seen others around various episodes. If you are not from a Federation member world, you would need the backing of a command level officer, like how Sisko backed Nog. So ALL the various Bolian officers got in Starfleet the same way Nog did?

    Not likely, which puts me in the mind of the Bolians being a Federation member.

    Well, Starfleet is chock full of Bajorans, too. Perhaps the Bolians are there for the very same reason - because Starfleet lets these outsiders in easy, in their own quota, for political reasons (as we hear in VOY "Good Shepherd" applies to the Bajorans).

    Ah, but holodeck evidence is always FAAAKEEEE!!!!

    (At least we're likely to get new dirt on the Trills with the new season of DSC. Although probably not pertinent to membership status in the 23rd and 24th centuries.)
