Who is the old man in the new Picard Trailer?

There's an older fellow seen throughout the trailer; first in a vinyard and later in Starfleet Headquarters. Sometimes he is wearing a Starfleet combadge. In the last scene, he is in the command center of a starship and says "Engage!"
Who is this guy?

From the trailer we can infer the following:

1) He collects military badges and maybe wishes he had served in Starfleet or maybe some sort of 'walt' who likes to pretend he was in Starfleet

2) He has some sort of gardening skills so maybe he is a landscape gardener?

3) Given the show is called PICARD - clearly a reference to Picard Surgelés - so maybe he works in frozen products.


Given he has a bald head - I can only conclude that he is an adopted brother of Sisko.
