TNG and VOY were more episodic, and therefor easier to casually rewatch. Later seasons of DS9 really have to be watched in a certain order to be fully enjoyed, you can't just randomly watch episodes.
I think Discovery is going to be the same after it's run.
I understand this argument to a certain point, but it still doesn't seem that hard to do when a show catches your interest. I was introduced to a lot of serial shows like Breaking Bad, mid way, an even though I didn't understand the whole setup, the few scenes I saw was what made me want to catch up on the whole show.
Although I will admit some shows are so complex or convoluted that it's hard to make sense of them unless you started from the beginning.
With me, it's the opposite with TNG now. It used to be THE show for me, but now I can hardly re watch it, because it feels so 2 dimensional. The characters, the plots seem so restricted and I think the episodic format had a lot to do with it. The episodes seem to start and end the same way.
It seems to me like the characters and dialog in DS9 were allowed to have a lot more depth than the previous shows.
Voyager is a little better, but continuity, characters, plots, motivations--it was all over the place. It hardly made sense.
"Time and Again" from Voyager is more re-watched than "In a pale Moonlight"? I don't get it.
