But she found powerful men attractive. And Ibthink the reason Dukat almost suckered her into a mother-father kind of domestic fantasy with Ziyal is that some subconscious part of her was on board.
Also I heard at one point the writers were thinking about it and Visitor hated the idea.
I think in the period between sparing Ziyal and joining the Dominion, Kira was just starting to be slightly receptive to Dukat’s story of moral nuance and greys. And I think in that period there was physical chemistry.
Meaning what? That she was attracted to all powerful men? No.But she found powerful men attractive.
Bareil and Shakar were only arguably powerful.Meaning what? That she was attracted to all powerful men? No.
And even if they were both unquestionably powerful, it still wouldn't mean that Nerys is automatically attracted to all powerful men.

She worked alongside Ben Sisko, possibly the most powerful man in the sector (as both the Starfleet commander and the Emissary) but she never had any sort of romantic feelings for him.And even if they were both unquestionably powerful, it still wouldn't mean that Nerys is automatically attracted to all powerful men.
