Oops, almost forgot that's where it noted he hoped to disappear into obscurity (I had forgotten that for a time he served under Bacco--I thought he 'disappeared' right before she took office).
What I'm curious about is whether Admiral Ross is still alive. If I remember correctly he had hoped to 'disappear' into obscurity and that Section 31 would leave him be if he just laid low (unless I forgot something I don't think it has been noted anywhere that he was in fact murdered by Section 31).
Did Section 31 leave him alone or did they ultimately take him out like they did with Zife, Azernal and Qualfina? It'll be interesting to see if Ross makes an appearance in the upcoming novels at all---or do we find out he's dead, either by natural causes or by assassination.
Personally I hope he's still alive. It'd be interesting to see if he reappears if for no other reason than to try to help Captain Picard in some way. Knowing the type of character he is I'd think he'd try to take responsibility and try to help Picard as much as possible.
To the best of my knowledge, Ross's most recent chronological appearance was in Articles of the Federation, set in 2380. I'm aware of nothing to indicate that he's died. However, there's only so much Ross could really do to help Picard -- he can't take responsibility for the decision to ouster Zife, because Heal made it clear this was a mutual decision that Picard reached along with Ross and the others. The most Ross could do is make it clear that none of the others knew about or condoned Section 31's decision to assassinate Zife and co. (To this day it is unclear if Ross knew Section 31 intended to assassinate Zife from the start or if his plan for a bloodless coup was basically hijacked by 31.)
