And by the way I know a lot about the navy so kinda preaching to the choir a bit. But of course there was no way for you to know that I know a lot about the U.S. Navy

Huh? You are not the only person who might be reading. I don't assume anything about readers' knowledge, but it does no harm to include a little extra detail that might be of benefit to someone.

I never thought the guys in the jumpsuits were officers.

But the jumpsuits could be worn by officers, see lieutenants Uhura, Kyle and Singh.
 
...It's rather frustrating that those don't work as "what you pull over your working clothes for dirty jobs". The apparent black t-shirt beneath has too low a collar, in every case of the coveralls we see, to be the shirt that is apparently worn beneath the usual tunics or pullovers. Changing into those thus means taking off everything but your briefs and socks!

(BTW, I can't help but chuckle at the way my screen truncates the thread title. "When did TOS take place" / "14 minutes ago"... Or "53 minutes ago" or whatever - that bit keeps changing just about as much as the actual dating of TOS has done, over the years.)

Uhura is wearing a blue jumpsuit over her regular uniform while working on her control panel.

On the sleeve of the crewman grabbing the printout, there is a "railroad track" pattern to the stripe with bars and blanks, and two thin borders bounding the bars and blanks. And you can see the uniform color through the blanks.

On the sleeve of Jose Tyler's injured hand, I see a longer gold bar and shorter blank with the same thin borders and the uniform color showing through on the blanks.

As I said, starting at the top of his arm, I see gold, the green of his uniform, gold, the green of his uniform and gold. And that pattern remains consistent as he moves his arm to work the controls.

I see what you're seeing. But I don't see the same pattern on his other sleeve. Nor do I see the same pattern in this shot at the end of the episode:

Did he get promoted by Pike right before the end of the episode?

If you watch it in motion, you can see that those metallic high- and low-lights shift around with the position of the sleeve and its folds. But there are other shots where you can see his stripe is like that of the other officers.
