As mentioned earlier, the DS9 uniform was aboard ship in GEN before it was used in VOY.

I thought the original idea was that VOY would use the new Generations uniforms. But when the new uniforms got dropped in favor for the combo uniforms used, VOY went with the DS9 ones.

Shower thought, over the years we got to see every DS9 main character (who was in Starfleet) in the old TNG uniform except for Ezri.

The costumes made for the VOY crew were subtly redesigned from the DS9 version. Among other things, the VOY uniform included pockets, contained an "hero" unzipped jacket, as well as fully detached pants in addition to the zippered jumpsuit.
Oh and they had straps going around the bottom of the boots to keep the whole outfit nice and straight even when climbing rocks and jefferies tubes.

And Dawson was pregnant in Season 4 or 5 i think, and wore that engineers jacket over her uniform. Same reason Mcfadden wore a blue coat over her costume in TNG.

I think there being so many different 24th century uniforms works out well if you want to associate one uniform with one show. Like if they did a poster with all the different captains you could have Picard in the TNG uniform, Sisko in the FC style and Voyager in their jumpsuits. I think it's neat.

Regarding VOY, early storyboard artwork for "Caretaker" shows crewmembers in the regular TNG uniforms, but somewhere in there the choice was made to switch to the DS9 S1-5 ones before production began. It may have been a coincidence of design: new uniforms were designed for the TNG crew in Generations, but were abandoned and replaced with a mixture of TNG and DS9 ones. I fathom the possibility that the newer GENS uniforms may have been intended to be used on VOY as well, but once the design direction was set another way then it became a case of moving forward with that?

I've never been able to confirm that Voyager would have used the scuttled Generations uniforms, but I think they probably intended to. By making the uniforms for Voyager with Generations' budget, they could keep the costs down on "Caretaker" by using existing wardrobe, similar to how Deep Space Nine used First Contact's props and uniforms post November 1996.
