    Neelix would be wise to go to the gym several weeks ago before such a test could be implemented. Considering that he has a transplanted lung...... On the other hand: Tuvok should be fair with Neelix, who isn't a member of Starfleet.

    Bad writers who make episodes in which people like Barclay have social impediments and are constantly offended like Barclay was in TNG infuriate me more than Barclay ever will. He may not be perfect and has his flaws, but those slurs were embarrassing for the people of the 24th century.
    And: I like Sisko, too. But when he acts with his Rambo behavior, it rubs me the wrong way.

    Watch Officers to pull bridge duty to free up the CO and XO for their real job of running the ship. Neither of them should have to pull shifts in the center seat.

    I figured a xeno-cultural specialist, who is a civilian but has authority nearly on par with the captain when it comes to matters of first contact and dealing with technologically lesser species.

    I think that depends on the size of the ship. I agree that the E-D (and indeed the E-E and the Vesta fleet) has more than enough depth of officers to have a senior officer in this role. Such an officer would split the load of leading away teams with two or three other senior officers depending on the mission. The FCS would lead diplomatic missions, the SCIO would lead survey missions, and the Security Chief, Tactical or (Strategic) Operations Officer would lead rescue teams or combat missions. The Executive Officer on most ships would not take part in this function unless a significant percentage of the ship's complement is being deployed (perhaps 40%+).

    On starbases, yes. Though I'd suggest that the properly civilian Federation Security (Agency) might have worked better on Deep Space Nine. Most starships, no.

    Not necessarily the rank as such. However, more consistent use of enlisted and NCO personnel would be preferable (either Chief of Operations or Chief of the Boat would work if you wanted to keep the ranks simple).
