Just an idea! Have a new series set in the Delta Quadrant, no Federation, no humans (unless you like the V'GER theory of the origin of the Borg). A race of typical humanoids struggles against a race of super-telepaths who are biologically connected in a hive mind. The typical humanoids create an artificial hive mind for themselves to be able to act as 1 against their telepath enemies. Eventually they overcome their enemies, but one of the telepath children is a prodigy equivalent to Jean Grey in the X-Men series. When they assimilate her, she is able to impose herself onto the hive mind, becoming who we come to know as the Borg Queen.
Perhaps she even has a counterpart, another prodigy named Locutus whom she reluctantly has to do away with at some point. She never really gets over him, but many many years later, Picard reminds her of Locutus, and she seizes on the opportunity to have a counterpart again (one whom she could control), even placing Locutus' name upon Picard the drone.
VOY explored some of the proto-Borg themes, but there's so much more that could be done. I admit I haven't read any ST books or literature that might tackle these plotlines already, but while Star Trek is making a comeback, I thought that might be a neat angle to explore at some point.
