“Jean-Luc Picard is back”: will new Picard show eclipse Discovery?

I think it will be Picard plus a bunch of people we've never seen before and the occasional guest star from TNG... hopefully in more than a cameo role...

That's simply not true, we know barely anything about the 23rd century, the majority of the TOS adventures where isolated incidents, we got to see the adventures of one ship over just a few years.

Agreed. I question the logic of the "setting it after Voyager will free it up continuity-wise" argument. There are 21 seasons of established 24th Century continuity that you have to be careful about not abrogating. Heaven help the producer that forgets what happened in a third season episode of Voyager that is suddenly very important to some fans.

You're joking, right? Like when the writers of Voyager completely screwed up the Borg timeline?
