Quite possibly, although it's also worth noting that the DS9 coveralls weren't actually supposed to be replacements for the TNG uniforms at all, not to begin with anyway. (Nor were the two-piece TNG uniforms intended as shipwide replacements for their early season one-piecers, which continued to be worn alongside them by many secondary characters and extras, even into the later seasons.) Rather, at least initially, they were supposed to be different classes of uniform in use simultaneously, as we also saw in TMP. (Of course, this intent tended to get a bit muddled as things went on.) The true answer is that the general public hated the uniforms, CBS got the memo, and gradually "transitioning" towards TOS is their way of saving-face. Unfortuantely, these new uniforms are still just polishing a turd. They're like the photoshopped TMP jammies come to life.

This is why I put a lot of stock in to authorial intent. Not that I mind the mental justifications that I can do for the variation demonstrated on screen but I can take some of the variation as simply different interpretations of the work, which I would expect from an artistic endeavor, rather than a strict historical recreation.Let's say that the uniforms in the Cage were the same as the uniforms in TOS.
Yeah -- I realize that's not quite true onscreen, but they were close enough for me to think they were the same "in-universe". Let's also say that "in universe", Anson Mount's Pike is wearing a TOS regular-production-run uniform, ignoring the slight differences (asymmetrical neck, etc).
That simplifies things a bit, and we only need to ask why Discovery uniforms are different than TOS uniforms. We don't need to wonder how we can evolve from DSC uniforms --> Cage uniforms --> TOS uniforms, and how DSC Pike's uniform will fit into that progression.

That wasn't on the test.Replicators would seem to make that a moot point. The Discovery "TOS" uniforms look to just be the Discovery uniforms in different colors. They should already know how they hold up.
