Nope. Not a fan of TOS. :ack:
That's because Bajor had material resources the Cardassians wanted. In this hypothetical situation, said civilization doesn't need or want to make contact for resources or territory-grabbing.

How would the Federation know this?

^ Why should the Federation care about just one planet? As well as the Cardassians, you have the Klingons, Romulans, Breen, Gorn, Tholians, Tzenkethi and Talarians to name a few who all have extensive regions of space and most likely hold dominion over numerous other planets and species, but the UFP don't get involved in the internal politics of other species, otherwise they'd waste all their resources and kill millions of their citizens going to war to liberate planets across two quadrants.

^ Missed my point, how could the Federation know the "other Federation" wasn't pulling the same tactic Cardassian pulled on Bajor.

I wasn't referring to the Federation coming to someone elses aid.

Lest I venture too far into pure fan fiction territory, let's just posit the Federation has a person or persons who can testify beyond a shadow of a doubt that if these people wanted resources or territory, they could do an end-run around the Federation before anyone knew something was amiss.

That's kind of the point of my whole thought experiment. How would the Federation deal with having a power around that's older and more advanced--a power that feared stagnation and simply wanted to finally stretch its legs in a manner similar to the UFP. One seeking cultural exchange, and to overcome the isolationism programmed into it by its creators, but would never want to actually become part of anyone's Federation.

Oh, and I should say--just for clarity--that this "alternate Federation" would be of a single species on a limited number of worlds.

It would be amusing if the Federation attempted to get advanced technology from this species, only to be informed that the species had a prime directive of it's own, and politely refuse to provide technology to the less advanced Federation.
    I misunderstood.

I would watch a show about the Orion Syndicate.

^ That would be an interesting premise.

Just imagine if a 23rd-century Starfleet captain retired from the service and became an Orion pirate -- I mean trader -- as Pike was considering in "The Cage." Some truly astounding, exotic adventures could ensue outside the stiff, self-righteous confines of Federation life!

    Han and Chewie?

Originally wrote that as a joke, but it might be a interesting "base template" for a Star Trek universe show. Rub off enough of the serial number so Disney doesn't get irate.

Close buddies/partners, small ship, adventure, no Picard-verse lectures, light grey level ethics.

Glue on a little Firefly, There are Federation core worlds where everything is fantastic, but outside this core the majority of the Federation is more getting by. Varies significantly from planet to planet.

Han and Chewie fly through the underbelly of utopia. No questions asked. Smuggling goods and people. Moving things that are legal (and cheap) on one world, illegal (and profitable) on another.

    No death sticks of course.

    Art works of questionable ownership.

    Containers of Baku metaphasic particles.

Carrying spy's, revolutionaries, mercenaries, people who don't exist, wiving settlers, back channel ambassadors.

And the occasional beautiful princess bent on overthrowing the Federation.

Add a goodly pinch of FarScape (maybe even a little sprinkle of Cowboy Bebop) and you'd be on to a winner with an idea like that.

If people really wanted a Starfleet connection then have the lead character be a former officer who since left for whatever reason, but still has their old uniform boxed up and stowed under their bed as a reminder.

I'm game. Heck, I've been a strong proponent for blowing up Earth in Star Trek for good. Even in Discovery, it's still the go-to comfort zone of supposed high stakes story telling and it's getting boring. Let's broaden the scope by actually focusing on the elements that make Star Trek unique. A lot of science fiction stories have an Earth, but they don't have Vulcan, Qo'nos ect.

Maybe there is a changeling among them. Planetary Red Alert!

Bring back Admiral Leyton to impose planetary martial law. The changeling threat to Earth must be rooted out.

Whose side are you on? Maybe you are a changeling. I'm reporting you to Admiral Leyton. ;)
