Spoilers Bonus scene from Season One Finale

So far, I've taken "fan wank" to mean "any possible reference to another show."

Which, again, makes no sense to me.
I'm old enough to remember some fans complaining "how come we've never heard or seen Section 31 before?" back during DS9. Now we're getting that backstory and it's suddenly fanwank. I wouldn't be surprised if it's not the same people complaining and trolling for the sake of it because they have nothing better to do on a Sunday. This fanbase is the total pits sometimes.

Except at the time, we didn't know it was them.
Darling, only you didn't know it was them. The vast majority of us knew the black badge was going to be Section 31, simply from the fact a black badge signifies black ops, and Section 31 is already established as Starfleet's black ops division.

Because it has become clear these writers have no vision other than "what can we mine from other series?" It'll be Section 31, and it will likely be a "secret" war with the Romulans. Because, hey why not? We have no ideas of our own.

Whoops I was looking at the wrong Viacom.

Either way, the current Viacom doesn't own CBS. So they have no reason to report to them.
Current Viacom co-owns the franchise, and because the movie franchise is probably the most high profile use of Section 31 in the franchise (at least so far), I'm sure Viacom had to okay its use in Discovery, just in case one of the new films also used it. We wouldn't know obviously, but of course having two separate lines of Section 31 merchandise (no matter how small the JJverse merch line is) needs approval.

Seems unlikely since Section 31 was created for DS9. If anything Viacom/Paramount had to pay CBS.

Yes, but the point I made is there will be a load of people approving things like Section 31 being in the show. I mean, CBS has been vigilant about the new books and comics, so I imagine the main show itself gets even more scrutiny.

Section 31 was created by DS9.

And the current company with the name Viacom has nothing to do with Star Trek.

No offence mate, but you didn't even know Viacom still existed half an hour ago. So your post is a bit of a joke.

Viacom co-owns Star Trek. They have released 3 movies over the past 9 years, and one of them had Section 31 as the film's central villains. So whilst Section 31 may be from the TV shows, it is clearly okay for the movies to use.

Since CBS owns Section 31 I doubt anyone had to approve it's use in DISCO. Books and comics ( and even the films) are licensed products. The TV shows, not so much.

Black Ops people still report to someone within the military/government.

Section 31 is a completely separate entity. They're not Starfleet.
During the time of Discovery they quite clearly are part of Starfleet, given they have a unit based on Discovery, and the entire scene in the OP.
