This is a minor detail that doesn't really effect your point but, he did join the police. He worked as a CSI for years.In fact the very idea that he fights crime as a superhero instead of joining the police sort of indicates that he on some level does not fully trust the system.
I thought they were going to do that until I realized that the glimpse of 1990 Flash was just a nod. What we actually got with Shipp as Jay Garrick was better. I can go either way with your crossover suggestion though. I'd be nice to see but I won't miss it if it never happens.So basically, there is no reason they can't do a proper crossover between the 1991 series and this one, with John Wesley Shipp reprising his role as Barry Allen.
