Haven't read it myself, but I believe the idea in the comic is that there's still a holdout around the Terran system even though the rest has fallen.

Or maybe it's just another version of the MU where it never fell, akin to Diane Duane's excellent novel "Dark Mirror"

The Sol System and perhaps a world here or there constitute what is left of the Terran Empire, which the Alliance cannot conquer because it is like a fortress, but which is running on fumes with ships well past when they should have been retired, and the empire clearly on its last legs. The rest of the galaxy does not even notice the Terrans anymore.
