I tend to think they more than likely can't, but probably could, because as others have said, for one reason or another, they are undertrained, or otherwise underequipped in their current state, but if it is genetically inherent, (Which I like to think it is) then it's not really a skill to learn, but more like a talent to be honed. So in this way, Romulans are rather underprivileged. It makes one think that if Spock had done more than just push logic & Vulcan history at the Romulans, & had done more to introduce mindmelding, it might have opened up more potential in their embracing of the way of life. Plus it might have made the plot to that episode a little more interesting lolFrom the ENT S4 Vulcan story arc: "Surak tells us the mind meld is the heritage of every Vulcan" (or something like that).
Of course, this was to counter the stuff from earlier in the series about how only certain Vulcans could meld. But it reaffirms that the ability is genetically inherent. So I think the question is, could a Romulan learn the skills that are required for successful mind melding?

There's a theory that suggests that yes, Romulans do experience ponn farr, it just isn't as noticeable because of their lifestyle. Vulcans spend their entire lives supressing their emotions, when they get the seven year mating urge they are no longer to do that, they become emotional and berserk and the way this is handled is they go back home, have an elaborate ceremony in which their friends and family are invited, which ultimate culminates in the Vulcan and their partner having sex. Romulans, on the other hand are regularly emotive and express their feelings. They probably don't notice they have a seven year mating drive because to them, there's a day where they are suddenly in a bad mood, and they deal with this by going to a nightclub and scoring some tail. I'd argue the issues are closely related. Mindmelding is what Vulcanoids do for sex - all of them, even if some vehemently deny it. It's just typically not done with much finesse, and those who don't subject their minds to Surakist ascetic exercises can't turn general horniness into an interrogation tool.
Not letting emotions meld freely is what worsens the natural (for a certain value of the word, assuming Sargonians didn't do anything funny with the Vulcans) fertility cycle into this pon farr thing. On the other hand, the ascetic approach weakens the natural connection between sex and brutal vulcanicide, so there are some benefits.
