so the producers and writers said that discovery will lead into TOS (60's aesthetics and all)...

I doubt if GR, were he alive, would use TOS style equipment.
GR isn't the one who is producing Discovery to fit into the TOS time line. He didn't deliberately put his show before another and say it is part of the same 'universe'. It's up to those who are saying this (the Discovery team) to follow through. Which they might do - who knows.

And the Director's Edition of TMP inserted a TOS shuttlecraft into the San Francisco air tram station sequence. Dr. Chapel is also using one of the TOS medical scalpels or scanners on Spock when he's being treated in sickbay after his mind meld with V'Ger. The instrument is visible next to Spock's head and his pillow.

Right. He produced TMP to fit into the TOS timeline, so there is that.
Except for the part where the Klingons look different without any reason given and all Starfleet interiors look different. Of course all these things can be explained away (the Klingons 20 years later in DS9, the interior of the Enterprise with a refit) but I don't think it was Roddenberry's specific intent for this to fit 100%. Here's something Kirk said in the TMP novelization, written by Roddenberry: "Unfortunately, Starfleet's enthusiasm affected even those who chronicles our adventures, and we were all painted somewhat larger than life, especially myself." I think it was Roddenberry's intent for TMP to be the "real" Trek universe and TOS to be a sort of exaggerated report of Kirk's previous adventures. Now, of course the novel isn't canon and this isn't how TOS was treated later on but I think it was Roddenberry's intention.

Looking at MA's pictures of the Epsilon IX station it honestly reminds me more of Discovery's bridge without the blue lighting than TOS. Here's my pet theory:

early 2240s and an unspecified amount of time before that: Starfleet employs the "1960s style". The stations and ships whose interiors we see in TOS are build. Enterprise gets launched. "The Cage" era uniforms are standard.
mid 2240s: Shenzhou gets launched and Starfleet employs a newer design as seen in Discovery and similarly in TMP. Stations like Epsilon IX are build.
late 2240s: Starfleet introduces a new uniform type as seen in Discovery.
The 2250s: Both uniforms are worn but the Discovery uniforms are more prominent.
The 2260s: New, more colorful uniforms get introduced as seen in TOS. Both previous uniform types die out.
The 2270s: Starfleet revamps the Enterprise (and presumably the other Constitution class starships) to look more like the design they have been using since the late 2240s.

Of course this isn't canon and I'm not insisting that it is the only possible way to explain any design changes but personally I prefer this option to the alternate universe theory since it doesn't contradict what the producers said.
 
I don't care what "Roddenberry's intent" was. Star Trek is a franchise that has benefited by the creative inputs of 100's of people.
 
It's just the nature of the beast. Setting a show after a line in the sand is drawn affords more flexibility. Deliberately referencing a known quantity and positioning Discovery as going into what we know TOS to be is just asking for that expectation.
My expectation is that the overall story and events we see in DSC would be able to be consistent with the events and characters of TOS.

That's all.

I don't have the expectation that what we see aesthetically in DSC will become after 10 years of ship design evolution) what we saw in the production run of TOS.
