Did Starfleet have a facility on Vulcan?

In TOS, the Federation was referred to as "The Earth Federation" at least once.

And there's nothing wrong with that.
In my head canon, the Earth Federation is entirely separate from the United Federation of Planets, they both just happen to employ the term Federation.

The Earth Federation is United Earth, current colonies, former colonies, and Earth associates that aren't members of the UFP.

Regardless his rank, he was still the Constellation's captain, and can therefore still be addressed as "Captain Decker." Yes, that even applies to officers with ranks higher than Captain. Indeed, Decker's official log was still called the Captain's Log.

My interpretation of Starfleet and it's relations to member worlds is that if Starfleet is needed, it will be there. However on Vulcan we know it's not needed.

Vulcan maintains it's own exploration fleet, and they potentially still maintain a defensive force. It has no need for Starfleet to be on the planet.

Earth is the exception. I have always believed that Earth acts as a district of sorts of the Federation while also being a member world. Earth has no self defense force, because that's Starfleet. Human dominance makes sense within Starfleet because of this. An Andorian can join Starfleet or the Andorian Guard to defend Andoria. Humans join Starfleet.

ST ENT showed that the native armed forces still exist. Reed joined Starfleet instead of the Royal Navy. It has never been stated or implied that nations states stopped existing under a one world earth government (perhaps similar to the present day E.U). Earth would have its own defense force for the planet, Starfleet operates in space.
 
Earth is not a "district". It's a normal Federation member world like any other. It enjoys no special status. The government of United Earth didn't disappear when the Federation was formed...

Yes, the Federation capital buildings (and Starfleet headquarters) are located on Earth, but that doesn't mean anything.

I would hope that all notions of "districts" would have long since disappeared. It's undemocratic, unrealistic and inefficient. There's absolutely no logical reason why Washington, DC (for example) shouldn't be a state.

I mean, Canada does just fine with Ottawa, doesn't it? Ottawa is just a normal Canadian city, even though it's the capital. So it is with Earth in the Federation.

But also no logical reason it must be a state.
Repealing The Organic Act of 1801 would allow the residents of Washington DC to vote for members of Congress without DC being a state.
While the residents of DC want the area to be a state, the majority of Americans in general don't want it to be one.

And I believe the Constitution forbids creating a new state from a piece of another, DC was separated from Maryland to be a district, not a state.
If there was a "district" it would be Paris.
Or maybe not the entire city of Paris, but a certain number of buildings within a area of Paris. Similar to the UN Headquarter buildings in New York City.

This grouping of buildings (dozens certainly) possible could be legally (diplomatically?) separate from the city of Paris itself.

To handle internal/local problems, your own country/region/city's forces. As back-up to that internal force or to handle situations with interplanetary consequences, Starfleet.

Starfleet doesn't arrest petty thieves who stay on Earth or another planet, but they're aware of/can find out about outstanding warrants and will detain individuals who travel in space or to Starfleet-controlled areas, much as the FBI gets involved when criminals cross state lines, or another US law enforcement body would if a criminal with US citizenship did something in another country.
