This is hilarious. There's this dude that has been promising a film school, ya know, for like a million years, and can't get anything done. CBS just put a boot on his neck. :guffaw:

Bet you ten strips of latinum he still finds a way to take credit for it though :p

Rather than accepting spec scripts, maybe they'll use this as a way to help people who want to be writers break into the industry. I could see them offering the best writer from the program a position on the writing staff, or at least an episode.
I know it's a very different industry but I believe either Marvel or DC had a program like that for their comics. New writers and possibly artists were put through a special training program, and then one or some of them eventually ended up getting jobs as writer or artist on one of their books afterwards.
EDIT:
Never mind, I just saw the thread over in Fan Productions forum, and it turns out this is a Fan Film Academy being run by James Cawley and the people from New Voyages. So it sounds like this something CBS gave him permission to do rather than something they are doing themselves. So I think it's basically like one of those fantasy sports camps where you get to go play with the pros.

Marvel however did put together a program for up-and-coming screenwriters in 2009. Anyone could submit, but the standards were tough. Ultimately 5 young writers were chosen to join the Marvel film writer's staff... the first time a studio had done a "staff writer's room" in decades. Out of that program emerged Nicole Perlman, who wound up writing Guardians of the Galaxy, and is currently working on Captain Marvel.

She's now moved beyond Marvel and has been tapped to write the reboot of Henson's Labrynth.

I think this would be a great idea for Trek, as a spiritual successor to the spec script program they'd had. With CBS doing the "film school" with Cawley, it would make them a bastion for new talent.

The Walker Class is probably my new favourite design. Discovery as well is finally growing on me, seeing the final design.
