Yes they can. But that requires a different type or training an skill set. McCoy showed no inclination to acquire that training or skill. Being a Lt Commander doesn't not qualify you for command.

True but do you Commodore Stockwell in Deadly Years he takes command of the Enterprise and go into the Romulan neutral zone and all most get the Enterprise destroyed but Dr. McCoy and Dr. Lester found a cure in time and Captain Kirk save his ship. The Commodore had to admit that he was not able to command a starship but that had not stop him from not listing to Sulu objection of the course.

He was a flag officer and a base commander. So he had skills, just not ship based ones. He wasn't keen on taking command though.
 
Yes Spock too was I'll but who come next in line that was not ill the ship chain of command he could have let that happen but he took command

Yes true but he risk in planetary war by going into the Romulan neutral zone and ignored Lieutenant Sulu about the Romulans Neutral Zone and as Flag Officer he had no right to risk in planetary war that could have cost trillions upon trillions lives just to save a few lives. He believed in his actions but the possible cost in lives and the destruction he was thinking of.

From what McCoy says to Scotty in "A Taste of Armageddon," it's almost certain that he cannot take command, not being "an officer of the line."
 
Yes you are right as told others my eyes are not good with small letters and I misread and out it out of order yes Scotty was Chief of Engineering but I had not heard of him being call Chief of Security I am sorry for my mistake and thank you
No problem - but I believe I also saw people suggest that you can press Ctrl and + at the same time to turn up the text size, and I very much recommend this as well. Mainly because *I* have to do this, also, because I've been putting off getting my glasses prescription updated, and it definitely works. :)

And Stocker only DID take command because of the sickness ravaging the crew.

Given this, I think Starfleet was inclined to go easy on him.

Thank you I try to remember that but I do forget because I have not been using it until now but my system is old to me a flip disk does flip
